Shift in the Human-Centered Paradigm of Administrative Jurisdiction Amid the Technological Revolution

The essential role of the human component in the functioning of public administration does not require proof. Although it is the authority that is the addressee of the norms of competence, due to the need to revive it, there is no question of governing without the participation of natural persons. In the context of the development of new technologies it seems reasonable to analyze the impact of the latter on the place and role of humans in administrative jurisdiction. The authors analyze the issue in question against the background of two alternative forms of settling an administrative case (administrative decision and tacit handling of the matter). We believe that the implementation of the norm of competence without the participation of the human factor is not possible, which in turn, is an paradigm of administrative law.
