Standardy cyberbezpieczeństwa w zdrowiu publicznym. Wyzwania regulacyjne i systemowe w erze opieki zdrowotnej opartej na danych

Artykuł analizuje problematykę cyberbezpieczeństwa w zdrowiu publicznym w kontekście dynamicznego rozwoju technologii cyfrowych oraz rosnącej roli danych zdrowotnych jako strategicznego zasobu. Punktem wyjścia jest założenie, że mimo licznych regulacji prawnych, norm technicznych i wytycznych na poziomie krajowym i unijnym, system ochrony zdrowia funkcjonuje w warunkach znacznego rozproszenia regulacyjnego i organizacyjnego. Zróżnicowany poziom dojrzałości cyfrowej podmiotów leczniczych, ograniczone zasoby finansowe i kadrowe oraz niedostateczna koordynacja wdrożeń przekładają się na fragmentaryczne i niespójne podejście do zarządzania ryzykiem cybernetycznym. Artykuł omawia znaczenie danych zdrowotnych dla innowacji i konkurencyjności Unii Europejskiej, a także identyfikuje kluczowe zagrożenia cybernetyczne w sektorze ochrony zdrowia. W konkluzji przedstawiono pożądane kierunki zmian systemowych, wskazując na potrzebę bardziej zintegrowanego modelu regulacyjnego, łączącego standardy prawne, techniczne i organizacyjne z inwestycjami w kompetencje, infrastrukturę i budowę odporności instytucjonalnej.
